Here it is the abstract: The present economic crisis has revealed structural characteristics which are by now evident to any type of analysis. Nevertheless, nothing has been done for the growth and the containment of the inequalities in the developed countries. In Europe, the functional integration has not held out against the crisis. The absence of common politics in financial, fiscal and regulatory matters has left the European economy at the mercy of the global market. This way, the EC policy has gone back first to the intergovernmental method, then to the match of the central powers, finally to the solitary guide of Germany. The problem of the sovereignty is again at the center of the European construction. It seems it has come to a system transition. The choice of financial, monetary and economic politics aimed at promoting growth, for Europe, cannot be separated from political choices definitely oriented towards a stronger political integration.
